JW Hart & Associates can develop a Stormwater Management Program (SWMP) and minimum control measures (MCM) for program implementation under the respective permitting agency, including the development of best management practices (BMP) to be implemented over a permit duration. 

JWH will develop a SWMP based on the capabilities and requirements of the MS4 through discussions with staff and stakeholders and evaluation of capabilities. Our experience developing SWMPs for municipal and government entities provides our clients with a stormwater program that streamlines efforts while maintaining compliance objectives.

The Federal Facts

State Agencies and/or the U.S. EPA have issued Municipal Separate Storm Sewer System (MS4) Permits for stormwater discharges under the National Pollutant Discharge Elimination System (NPDES). Multiple entities are affected by this rule and include cities and counties; departments of transportation; universities; military and federal installations; energy
exploration; production; distribution and retailing; industrial/manufacturing; construction; and transportation services, such as airports, rail facilities and shipping ports.

Each entity identified as meeting the designation criteria established in the NPDES Phase II MS4 Fact Sheet must submit a Notice of Intent (NOI) along with associated Best Management Practices (BMPs) in a Stormwater Management Program (SWMP) after issuance of each state permit.

Local, state and federal regulatory agencies have the authority to ensure compliance with the terms of stormwater permits within relative jurisdictions.
